Bit allocation technique adopts a visual distortion model for a better rate visual distortion video coding. Visual distortion model uses both motion and the texture structures in the video sequences. The existing video coding mechanisms reduces the bit rate for video coding. However to get better video compression ratio there is a need for multilayer compression technique.
